The master plan represented the ultimate development envisioned for the development of the existing airport, which will be achieved through a phased expansion program. The project's duration was 10 months and it was completed in 2005. The 1st phase of the development of the airport comprised the refurbishment of the existing runway to handle a code E aircraft, refurbishment of its full-length parallel taxiway, a new runway and associated taxiway, a new main passenger terminal building of 200,000 m² with capacity to handle 12 mppa by 2019 and provide a Level of Service B based upon IATA standards, and all associated infrastructure. The 2nd phase is the expansion of the initial phase and the 3rd phase, which is planned for 2034, is a mirror expansion of the two previous phases.
